Pakistan: Anti-H5N1 program "very slow moving"

We haven't heard much from Pakistan lately. From the Daily Times: Six food-related programmes declared ‘very slow moving.’ Excerpt from the end of the story:

The project ‘National programme for the control and prevention of avian influenza’ is also declared as ‘very slow moving project.’ The Purpose of the project was to combat any future outbreak of bird flu through proposed activities, like avian influenza surveillance, reporting and handling of disease out breaks.
