After going through the websites of several Indian papers (both English and Hindi), I've found depressingly little about the ongoing encephalitis outbreak in Uttar Pradesh. But this small item appeared in The Hindu on September 15:

Concerned over the rising number of deaths of children due to encephalitis in East Uttar Pradesh, the National Commission for Protection of Child Rights (NCPCR) has issued a notice to the State Government asking them to submit an action taken report.
NCPCR member Yogesh Dubey said on Friday, “The Commission has summoned the State principal secretary health to Delhi on October 3 for a detailed discussion and to get an account of the work done by the State to tackle the problem. We have also asked for a death audit and mapping of malnourishment of children in the State. Efforts are also being made to ensure that adequate rehabilitation is offered to children rendered physically impaired due to the illness.”
So the outbreak is having some small political effect.
