La Secretaría de Salud (Ssa) emitió un aviso nacional a todas las unidades de vigilancia epidemiológica del país y centros estatales de salud para que el personal esté alerta ante cualquier caso sospechoso de cólera y lo notifique de inmediato.

This is serious. Hidalgo state is just a little to the north of Mexico City, with a population of over 21 million in the metropolitan region. Mexico's current population is about 117 million, and the country sees a steady flow of tourists, emigrants, and citizens returning from the US and other countries. (I was right behind a Mexican couple in the security line-up at Heathrow yesterday.)
So if cholera does spread in Mexico, it could spread in many other countries as well.
